Rename CLI command from jira-mcp to dohatec-jira-mcp

- Updated pyproject.toml entry point: jira-mcp → dohatec-jira-mcp
- Updated README.md with new command name in all configs and references
- Updated INSTALLATION.md with new entry point name
- Updated DEVELOPMENT.md with new command name
- Package name stays 'jira-mcp', but CLI command is now 'dohatec-jira-mcp'
- More specific to Dohatec's Jira instance
